To simplify things, it all boils down to the five P’s: Plot, Plans, Permission, Progress and finally Paradise.

My advice is to find an architect who is well versed in Portuguese regulations and a builder who comes highly recommended and find out where you can see their previous work; that’ll take care of the fourth P. You cannot build on a plot of land unless it has a ruin that was once a habitation.
You must build close to where the ruin once stood. You will need special, written permission to change this.
Make sure that all part owners of the land have signed the permission to sell at the agreed price.
